Has anybody actual experience with using this guide?

Apparently it should be possible to just sand the barrel, and then it turns into metal?!?!

There's metal powder in the plastic. It definitely creates a metal like sheen with enough sanding and polishing and can be blued with casey super blue as a few people have done. Never tried it myself.

I tried this as an experiment on my barrel before I cut it off and replaced it with one of Dave G's steel barrels. It does work. The key is to dry sand it. If you wet sand it you will never get the metallic patina you need. Dry sand with 400 and 800 or so, and then finish with either the gray Scotchbrite pads or 0000 steel wool. Then you can use the Perma Blue and you'll get a pretty decent blued steel look.
