Peter, you should look under the Replica and Used Props section and look for the 5th post: Deckard's Personnel.
The whole thread will explain what went on with the project and the issue at hand.
Can someone, who possess the PDF files of that project, can print them and reproduce the same paper prop without the originator's permission?
My opinion would be: yes, do it and deal with the repercussion after, i.e: a compromise to pay a commission to the originator.

Andy has the files as well as another member here.
